The 2X2 holders you are talking about are extremely cheap and it would be easier to just get what you need from a coin dealer or hobby supply shop. Most would be glad to sell you all the supplies you need.
You could make them but you want to be sure the materials you use are inert and do not interact with the metal in the coins. You should use low acid archival type materials.
