The post office does not carry them for sale. Some office supply stores, like Staples, sell them. If you are a good customer, your bank may accept them unrolled as they have machines to count unrolled coins. Many grocery stores have Coin Star machines that will accept unrolled coins. They often run specials that will wave the counting fee if you accept payment as a gift certificate to someplace like Amazon.com

The first place to check would be your bank–they will probably give you the “flat” rolls, where once you put the coins in, you have to fold over both ends to seal them.
If you want to use what are called “shotgun” rolls (they have one end pre-sealed, and you have to fold over the other end, so it ends up looking like a shotgun shell), you’ll need to buy those from some place like an office supply store.
